The Government spent £9m printing a leaflet that explicitly said that a vote to leave the EU meant the U.K. would leave the customs union, leave the single market. You can even watch various politicians of the time on YouTube saying it, it couldn’t have been any clearer, so, yes, that’s what people voted for.

On the other hand, you could say they voted for all of these wonderful snippets of Brexiteers with different versions of what Brexit means to whatever this "will of the people" is meant to be.
