They're average now - had a really easy qualifying group, and have the easiest group of the 6 in this tournament. But in the 21st Century they've reached 2 major semi finals and 1 final, while we've reached none in 20 years, and only 4 semi-finals ever, 2 on home soil.
In the last 30 years, they've played us in 4 tournaments as far as I can remember - they've drawn with us twice (and then beaten us on pens), and beaten us in 90 mins twice, once after we went 2-0 up! They probably look at England and wonder why anyone would regard us as a big team.
But your general point is fair - Portugal would be a shock winner were they to triumph. You're perhaps a bit harsh on Carvalho though CCU - if he was English he would have been first choice centre back for the last 4 years I reckon, and has been a class player for 10+ years.
Italy have impressed me most so far, even though they're limited in comparison to Italian teams of the past, and bunch of dirty gets. Very open tournament.
