Average speed cameras are the most ridiculous things to have in a built up area , in theory you could be doing 60 mph down the hill over the crossing at the coop down towards the school ,then slow right down before the second set of lights at the bridge.
The Council have`nt got a clue.

They used to recruit candidates for the Cramlington centre with a mobile van on the dual carriageway near the school. Not a warning sign or 30 limit reminder in sight. I got done there on a test drive when the guy with me from the local Skoda dealer told me the limit was 40. B*****d!

Yes I know about spacing of streetlights in 30 limit areas but in most normal places in the UK they would have light-up reminders to warn drivers. The whole point of these mobile speed traps in Cramlington and Dudley is to fill up the spaces on the speed awareness courses.
