It's quite shocking that this has gone on for so long and that nobody can or are unwilling to do anything about the state that this and other empty buildings are in.

The council are eventually going to have to bite the bullet and buy the building off the crown - they're paying for all the external safety work anyways

www.gov.uk/guidance/refer-bona-vacantia-land-or-buildings-bvc2

Once they've done that, either flatten it or restore it and then flog it on at a commercial price

I think that's the problem, neither option makes much commercial sense. Someone will have to take a big hit at some point.

Yeh, I doubt they'd make a profit, but the longer it's left the more it's gonna cost, and the less likely anyone else will do it (if there's even a chance at the moment)

PS Waltero, if the council do build a new leisure centre I hope it's better than this one at dumfries:

www.dailyrecord.co.uk/news/local-news/re...e-centre-dg-10753946
www.dgwgo.com/dumfries-galloway-news/dg-...ld-fiasco-published/

Cost £17m to build, shut down almost immediately because it was built by blind men out of lego, and will cost another £18m to repair

didn't the council put out a report last year?
would cost £3M to do up but £5M to demolish because of where it is?

Couldn't they buy it, do it up and use it as council offices? They're always moaning the civic centre is shit. I guess it's not a metal and glass box so there'll be no public building architecture prizes at the end of it

Upkeep on old buildings is a lot higher than on new builds. New builds are also built to be cheaper to heat.

The ownership of the building is the major issue, no one wants it. By all rights, it belongs to the crown but they refuse to take any responsibility for it as its too much effort, The council don't want it for similar reasons. Then the issue is if someone was brave enough to take on the project, would it be financially viable.

When I was young and just got a job and then had a bit of cash for the first time I used to take my Mam in there for a spot of lunch around mid-day and a I would have a couple of scoops and wander off to meet my pals if we were playing at home for the game - happy memories, only wish I could do it again :)

The Council should be lobbying charities and organisations that specialise in restoring old buildings that are not economically viable such as Historic England and The Architectural Heritage Fund, It a grand old building that is part of Carlisle's Heritage. It's in an excellent location and fully restored and modernised would make an excellent hotel. If its knocked down it will be replaced by something a lot worse.

It's in top ten of endangered grade 2 listed Victorian buildings according to Historic England, surely they should be lobbying the government and the lottery. They put a big amount into that heap of crap that's called Wembley stadium

Its common to retain just the frontage of listed buildings and completely rebuild the remainder. All the listed buildings on Grainger & Grey Street in Newcastle have had this done.

This was back in June:

"The crumbling Grade II-listed building in the city centre has proved a major headache for the council, with the authority forced to intervene on public safety grounds - even though it does not own the building.

But Councillor John Mallinson insisted there was “light at the end of the tunnel” and reassured members of the economic growth scrutiny panel that at least one developer was still interested in the site."

I cannot see anyone buying it, it's a liability. The cost to strip and re-furbish in that location will be horrendous........

No developer will take on the site when they know the council is on the hook for maintenance until it's fully safe - or they'll want a grant from the council or somewhere else to cover that expense. Blame property law.

You can see on google maps (updated July 2018) that whatever work they did last year left the building open to the elements - goo.gl/maps/zGvWXXvuKxcCmu9p8

If they really think it's that dangerous the council should try and include the railway line in the shutdown. Closing down the west coast mainline would make money to deal with the problem magically appear.
