On the Black manager debate, ive always thought there should be more at lower levels. Remember Ince started at Macclesfield didnt he and worked his way up to the prem, thats how most managers should do it, look at Hasslebank and hopefully Curle.
Think there is also a major problem with British managers, whatever colour, at the top level of the game. Would be interesting to see how recent sackings where british being replaced by foreign.

Agree with you that managers, of any colour, should expect to work their way up from the bottom,
the main thing people like Sol Campbell go on about is that he's not considered for top jobs, even though he has absolutely no experience, then claim it's racist that he's not considered.
As I out above, 76/92 managers are British, granted only 8 of those manage in the prem, however the big prem clubs will always look for the best manager they can hire, regardless of nationality.
In the end football is probably one of the most meritocratic industries going, in that if you are a good manager, that wins games, you will rise to the top.
